FRPN Research Brief: Year Two Follow-Up on the FRPN State Planning Grant Initiative

This brief highlights the results of a second round of interviews conducted during the summer of 2020 with planning teams in 11 states that were awarded FRPN planning grants in 2019 to promote father inclusion in state-level programs and policies. Despite some slow-downs in legislative enabling and funding initiatives due to COVID-19, father engagement activity continues in virtually all planning sites with promising accomplishments in several.

This includes: obtaining bi-partisan support for legislation to create a fatherhood commission, the award of federal FIRE grants to support fatherhood services and some fatherhood coordination activities, the use of TANF funds to create NCP employment programs, plans to pursue OCSE Section 1115 funds for NCP Employment Programs, the use of regular child support funds for a new outreach position to coordinate with fatherhood programs, and the creation of parent advisory boards in child support programs.
